WHAT WE STAND FOR
Dr. Y. Jayne McCullough is a native Houstonian and a member of one of the pioneering families that settled in Houston’s historic Fifth Ward during the early 1900s. A product of the Houston Independent School District, she is a retired educator with more than 39 years of experience.
After graduating with honors from Phillis Wheatley High School in 1968, she earned a Bachelor of Science in Home Economics Education, a Master of Arts in Early Childhood Education, and a Doctor of Education in Educational Administration and Mid-Management, with certification, from Texas Southern University. While attending TSU, she honored her family’s legacy by becoming a member of Zeta Phi Beta Sorority, Inc.
Dr. McCullough began her HISD career as a secondary Career and Technical Education teacher. She later served for 14 years as an administrator in the district’s CTE Department, holding the roles of Curriculum Development Coordinator, Curriculum Development and Professional Development Manager, and Supervising Manager.
As Supervising Manager, she helped guide the department in a new direction. She worked with career and technical teachers and staff to expand their industry certifications, supporting opportunities for students to graduate with both a high school diploma and industry certifications.
Dr. McCullough’s educational philosophy rests on the belief that student achievement and retention improve when theory and hands-on instruction are taught together. That philosophy informs OMS’s emphasis on career pathways, curriculum integration, and Career and Technical Education.
Drawing on her educational and administrative experience, she founded OMS Educational Consultants. Her supplied biography identifies collaborative work, as needed, with Ron Johnson and Associates, Chartwell Education Group, and other consulting companies.
Dr. McCullough is also the founder and CEO of KEW (Knowledge-Education-Work) Learning Academy, described in her supplied biography as a 501(c)(3) nonprofit organization. KEW’s vision is Developing Lifelong Learners, with a goal of enhancing the economic status of local community residents by helping them meet the workforce challenges of the 21st century.
The academy works with community-based nonprofit and for-profit organizations to provide educational and mentoring programs, workshops, and classes. Its mission focuses on improving academic achievement and career development opportunities in S.T.E.A.A.M.—Science, Technology, Engineering, Agriculture, Arts, and Mathematics through engaging experiences across community, church, and educational networks.
In 2014, Dr. McCullough co-founded the Historic Wheatley/E. O. Smith Preservation Coalition, a grassroots effort to preserve Phillis Wheatley High School’s legacy in Houston’s history. Her biography describes the coalition as a component of the Phillis Wheatley Metropolitan Alumni and Ex-Students Association, where both co-founders have been active for many years. The coalition participates in preservation projects related to the school and its supporting communities.
Through St. Mark Missionary Baptist Church and professional and social organizations in Greater Houston, Dr. McCullough expresses her faith through service and seeks opportunities to educate underserved residents.
